It's just the Japanese government preparing the infrastructure to be suitable for Westerners.

It's not just loli stuff, but pretty much anything non-conformist to Western mainstream. Imagine olympic tourists wandering Japan, finding idols, loli, whale meat, soap land, signs at restaurants saying "no foreigners", panty vending machines, school girls with rolled up skirts etc. It's unrealistic to assume the government can abolish an entire nation's culture within 2 years, but they will surely try to minimize it. Idol culture is especially tricky, since Americans are hardwired to scream bloody murder if they see a bikini girl aged 17 years, 364 days and 23 hours... yet 90% of all major idols start of young and appear on TV, magazines etc.

It will all go back to normal once the Olympics are over and the gaijin left, but the road to 2020 will be tough.

You seem to show good understanding of the issue, yet miss a critical point. Japan has a fundamentally different approach to sexuality than the West, or even most Asian countries. You should also not forget that not too long ago, Western men in their mid 20s were getting married to 11 year old girls in America. Until the 90s, erotica with young girls were not seen as immoral and were widely available in both Japan and Europe. Japanese girls develop cognitive abilities much earlier than girls in the West due to societal and career pressure. Those young idols know exactly what they are doing and they do it out of free will, respectively see the economic and social gain in their position. In Japan there is a saying: 'The transition from child to adult are the most beautiful years of a woman'. Girls 25+ are universally seen as 'old'.

This is not necessarily a purely sexual obsession either. It is merely an obsession with perfection. Japanese men idolize girls with the perfect small, symmetric face with remnants of childhood in it and with a perfectly healthy, perfect feminine form in body which only young girls can have. Japanese culture is void of indoctrination to demonize those aesthetics as we do in the West. They celebrate it and implement it in their every day lives and pop culture. (anime, manga, movies, cafes, restaurants and so forth) You find it everywhere and Japanese women see it as ideal too, trying to maintain the same youthful, juvenile image in order to adhere to a system of perfection. In fact most Japanese fans of young idols outrage when they get caught smoking or drinking and they strongly oppose them entering the AV business later on. It is all about creating a perfect fictional female that acts (as the name suggests) as an IDOL for their collective culture and upholds these values, regardless of which profession she chooses during the course of her career.
