This one is really dependent on your own MGC cannon. In my own view stuff like a (short) contact war did happen, resulting in a strongly controlled border between Monsters and humans. MGC is essentialyl one of the cities that rose on the Monster side. The lack of men in MGC is due to the strong border control, meaning not too many humans manage to cross the border. Law enforcement certainly is a thing in MGC, but due to corruption it's just not as strong and has to deal with many grey areas.
Fortunately the new Order that rose in MGC helps enforcement by performing their own benign operations, still suspicious of monsters, but atleast fighting the good fight.

To answer your question, in my worldview Monsters simply have no-fly zones which they have to obey. Wards and magic usualy preventing entry to those who try to enter such zones anyway. As most companies in MGC tend to be controlled by Tanuki's, Dragons and the occasional Kitsune: The use of natural abilities of MGs to move around is accepted. Besides, good luck stopping a dragon from flying.

I wouldn't be suprised if some Monstergirls employed some help or service to move their groceries if it turns out to be too heavy, but since their ability to fly is often assisted by magic, it shouldnt be too much of an issue. Do remember that harpies can carry humans, a few groceries are no issue.

Anyway, just a very short answer in my own world view of MGC.
