Yeah, never made sense. She's basically just lazy, and doesn't bother doing much since everything is provided for her. She only acts when necessary, like the meteor incident, or to starve off some boredom.

Maybe if she wasn't lazy and largely complacent, she'd take over as Mistress and do more shit in Gensokyo. But that's not her thing, it's best to let her sister and the rest of the house deal with it.
