Comprehensive plan to fix H!P that no one will ever take into consideration.

Morning Musume: Drop the current year meme. Let someone other than Tsunku write songs sometimes. Make sure 15th gen has some personality.

Angerme: I have no idea what to do with this group once Ayacho leaves and we still have three 2nd gens left. I guess just keep things business as usual and let it work itself out.

Juice=Juice: Don't add any new members after Yuka and Tomo graduate. Continue as is until someone else graduates, then Newsystem 2. Disband the group entirely because their catalog of songs is shit. Mitigate the backlash from this by pandering to nostalgia fags and reinventing:

Hello! Project All-Stars: Take anyone who has graduated from H!P, but is still with UF, and make a group out of them. OG MM, Kids, whoever else is still around. Don't make it a permanent thing, but maybe release two AA singles per year and have them perform at the seasonal concerts. I guarantee the singles would outsell current MM.

Country Girls: Put it back on ice, and revive it in 15 years as something completely unrelated.

Kobushi Factory: Fire Hama for being a slut, and disband the group. Act like they never existed.

Tsubaki Factory: Let some of the older members graduate when they feel like it, then get a 2nd gen that isn't ugly as sin.

Beyooooonds: Just don't be shit.

KSS: Switch back to something more like the old Hello! Pro Egg model except take on girls with a specific group already in mind for them to move into when they're ready. This will make it so they aren't putting inexperienced members in groups, but they also aren't keeping a dozen useless members in the program indefinitely. It will also help make auditions relevant again.

And some general things that apply to all groups: Release DVD Magazines and Fanclub DVDs on Bluray. Most people have owned bluray players for a decade now. Stop the nonsense with the prude idols, everyone gets in a bikini at some point. Not everyone necessarily everyone needs their own A4 photobook, but I'm tired of shit like pic related.
