As a person who did read FS, Fairies, and WaHH back to back I actually DON'T see it as inconsistency, rather look at it like this:

First things first. Like >>15521355 said the human village is key first and foremost. Reimu and Marisa ain't normal humans and subsequently don't have much of anything to be afraid of with youkai, making their interactions not particularly worrying (in FS, where Kosuzu is the protagonist, youkai "become" scary, but the fact is they're always scary to normal humans -- something that won't come through in most of the games). I'm talking about in the games here, of course, and somewhat Three Fairies, WaHH, and in fact even FS. Reimu's always about the same with youkai in any of the manga. She'll get riled up easily if they're causing trouble (confronts Mamizou with suspicion in FS, confronts the damn FAIRIES with suspicion in Sangetsusei when the "floating city" appears, is ready to start an incident-investigation in WaHH when Suika starts shoving the bitches at Myouren over for not greeting her properly) but will also drink and relax with them or use them to her own ends in all of the manga.

And this brings me to the real key thing in that I think these three manga show different sides of Reimu, but not actually inconsistency. Three Fairies is mostly about Reimu in her downtime, at worst dealing with fairy pranks. In FS in her downtime she sweeps or relaxes, in Sangetsusei in her downtime she sweeps or relaxes, WaHH too. Consistently a lazy miko. Since Sangetsusei is all about the down time, you may get the IMPRESSION that she's always doing about nothing, but the implication is between chapters or off panel she gets work done like in the games or FS.

Now WaHH, WaHH is about Reimu's business exploits, which are completely absurd. Thing here is, she's always been like THAT too, but WaHH is practically ALL about that. That's the side of her it focuses on. In the games, she'll have times where she's thinking about improving the shrine through schemes ("I want a hot spring", "I'll open up a Moriya branch shrine", "Maybe I can sell this"), in FS and also the games you can even see a rare successful (but completely dubious) faith and money-making scheme in that she uses Kokoro's dancing to attract visitors. As for Sangetsusei, honestly to mind I can't think of something but she DID accept the fairies organizing tiny festivals on the shrine grounds in an attempt to gather visitors (of course, only gathering more youkai). So basically what I'm saying is that when it comes to trying to make the shrine prosper, Reimu is always a bit of an overeager fool who doesn't know what she's doing. You THINK WaHH is showing her as ONLY like that, but even in WaHH she'll do things like quickly get off her butt to try to resolve incidents should something be in danger (like that time Kasen's little spark-beast was starting fires).

Overall, I would agree that FS still shows off her character best, since it's a strong mix between all of her aspects without exactly focusing on any one of them, but WaHH isn't exactly worse for showing off her bad business side, since that side is literally always there. The Hakurei Miko is honest to a fault in a bad way for the shrine. Actually, stuff like her accepting the tsukumogami network in FS is directly similar to her accepting the fairy festivals in Sangetsusei.

yeah, keep that in mind; rather than characters "being" different, the perspective is different
