I'm inclined to agree but I don't think "we have to control everything to bring about utopia" necessarily necessarily follows on from believing in determinism. Obviously determinists are more likely to believe in government intervention, but like you could have a hardcore free-marketer who believes in determinism but believes that free-markets are the best resources for generating wealth for minority communities as opposed to like a workers' state or literal Communism.
