I think I understood the first half but this sentence confuses me

Now if I didn't fail completely they are already selling food made in fukushima, but what does this sentence mean?
What did the government declare? that they aren't allowed to sell food from fukushima or what?
What are they investigating? I thought they are already selling it?

I feel like a idiot right now, please enlighten me.
