The whole war was probably a propaganda tactic. You are on a moon with nobody else, no humans, no monsters, no nothing. The moon rabbits while stupid from lack of education are still capable of fighting, after all they are trained in a military fashion. They also believe the earth to be impure so they won't try and flee there. Then on day you get random unknown people on the moon. They are so far away from your border, there are only a couple without any weapons yet the rulers can see this as an opportunity. They claim that this is an invasion from the impure earthlings and they are dangerous so you start a state of emergency. After they leave you claim they killed a thousand people. So not only they are dangerous but are capable of killing so many with so little men. This will put fear in the rabbits, do any order without question all while having a war on the unknown, much like the war on terror.

So not only do the moon rabbits believe now they are under attack but the only people who can safely lead them are the sisters. It doesn't help matters that Remelia landed a rocket on the moon and attacked them. Because of the moons isolation diplomacy is near impossible. There needs to be a bunny revolution and with Reisen being both another moon rabbit and having a proper education she can easily lead and rule them after the civil war.
