Can we say a Fragment is similar to a dimension ?
Is it an existing place anyway or does it start to exist when Bern observe it ?

I ask because when I read Steins;gate, I remembered the meta of Umineko and wondered if it would work the same way.

In SG, a timeline is a possible world who could exist, it's a possibility. Every timeline is possible at the same time but only one exists in the end.

Do you think the sea of fragments work in a different way ?
