She's from Toyama too and many women from there and the Nihonkaigawa in general are very pale due to the lack of UV rays there. Akita is supposed to the apotheosis of the irojiro bijin in Japan due not just to the paleness of their skin but especially the women there often look half-Japanese (batakusai) supposedly due to admixture from Europeans centuries ago. The only seiyuu I know from Akita though is Himika Akaneya and though she is pale she's definitely not as pale as Ueshama.

When it comes to irojiro bijin seiyuu Ueshama is definitely the peak. Just look at how fuckin pale she is in this picture. She's almost like those Chinese women you see sometimes with near transparent skin.
