In America at least, it's very heavily associated with the push to put Japanese-Americans into internment camps during WWII. I heard a former internment camp prisoner who came to our high school a few years back as a speaker say "to me, 'Jap' is as hurtful a word as 'nigger' is to African-Americans."

So that's why you should always refer to Japanese as Japs and niggers as niggers.
