Original research, but here's an argument by induction:

Chiyomaru Shikura (the concept planner and music composer for all Science Adventure titles) is an acquintance of Ryukishi's and likely a fan of Higurashi, as can be deduced from the following circumstantial evidence:
* Has worked as composer for many Higurashi vocal songs starting with the PS2 release, before even Chaos;Head
* Hired Ryukishi to write a new scenario for the Kamaitachi no Yoru remake (Ryukishi's favorite VN)

Elements of Steins;Gate which seem directly inspired by Higurashi:
* The "tragedy loop" plot structure, which is defined as follows: "A story where a character repeatedly loops in time in order to prevent some tragedy, getting gradually traumatized in the process."
As far as I can tell, this specific type of time loop plot was invented by Higurashi. Prior to Higurashi, the most common time loop plot was the "Groundhog's day loop", where the objective is to find a way to break out of the loop. There are some prototype tragedy loops like Yu-No and Majora's Mask that came before Higurashi, but none of them have all of the elements listed in the above definition.
* The concept of "memories reaching across timelines". This concept was not invented by Higurashi but is fairly unique to it, especially when considering pre- and post-Higurashi works.
* A government conspiracy composed of armed forces with secret identities with a unit led by a blonde, well-endowed woman who is initially introduced as a friendly if suspicious character, and who later ends up shooting the main cast in cold blood while wearing iconic black clothing.
