It's only natural for the inferior creatures to submit themselves to those stronger than them. In order for this to work then there must be some law in order. It can't be chaotic. People can't be allowed to do whatever they want. In order to keep both populations balanced then there has to be someone overseeing it.

The humans can't be free because freedom will lead to both the demise of both humans and monsters. The monsters, of course, will have to make sacrifices too. They can't go into human settlements, they can't rape human men anymore.

Really, it all comes down to 'Who is more fit to oversee this system of regulations'? Who's more fit? Some humans who live...what? 60? 70 years? Or a group of monsters who have already lived over ten times that? More experience, more power, more influence. the choice is obvious.
