It's a bit of a long story. Basically, Activ8 wanted a bigger part of the Chinese market in which they had a few ventures before; but they had the same problem they always bump into: they only have one AI. Not to mention she doesn't speak Chinese, though they used interpreters on previous trips.
Now, it's a bad business practice to have all your eggs in the one basket and the biggest part of this company's profits ride on one person. Fortunately, AI-chan thought of this over a year ago and she mentioned in an interview that in the future she might need to multiply to expand and keep going indefinitely.
Then comes bilibili. They booked Kizuna AI for an event on July and teased that she would have a closer participation with her Chinese audience starting this summer. This is when they set the plan in motion and expanded AI's lore in a video series, granted the groundwork was already there. They also acknowledged the fan A.I.Channel as the official one.
Finally, China AI was presented at the end of her birthday party's stream which was being watched by a massive amount of people; it had over 3 times more live viewers than the 2nd place at the time. And now they uploaded a prologue video for the new AI to the now official bilibili channel.
