Because unlike other franchise, the core series which is the games doesn't change much no matter how the state of fanbase is.
There is also another big difference, that the non-core fanbase actually make something enjoyable that is accepted with both core and new fanbase i.e. fangames, music, doujins, etc. and it has something to do with the creator openly support derivative works but at the same time does his best to keep it separate. It results in the fanbase that is more tolerant towards new fans and their cultures have basically merged, because the games won't change no matter what and any fans can enjoy whatever they want without repercussion. I've 1cc'd all the games at least on Hard but I can still listen to IOSYS and read Bomber Grape.
That picture you're replied to can't be applied to Touhou because it's based on mindset that is generally phobic towards new fans and most importantly, the fact that developers choose to cater to them instead.
