The more you re-experience a piece of art, the more you can induce its ideas and connections. Ryukishi made nearly everything in Ciconia solvable from the start while making everything subtle enough so that most people wouldn't pick up on it. And without the other Phases, Ciconia is an unfinished mystery, and by delaying it, Ryukishi is giving the audience more time to solve it. I initially only reread it twice, but in the desire to correctly solve Ciconia and uncover all its ideas, I had to reread it until I figured out everything. I think no one understood because none bothered trying to solve its mysteries, and for almost two and a half years, barely anyone has talked about it; you do need to reread it at least five times or so.

Well, that's just a flaw of communication on my part. Nothing is confirmed until later phases. I think that the line 'I've know [that there was no way we could've played at being heroes] for so long, and yet... (I kept believing in it)' is a large clue to her innocence.
A spy would not have that narration is what I'm saying. And if the monologue narration isn't deliberately tricking the audience, then it can act as enough of a confirmation regarding Sujatha. Especially considering she has like 10-15 lines in Phase 1.

I'm still unsure whether Chloe's 'I just wanted to fly' was enough of a confirmation of her innocence. Especially with my reread of the VN and her declaration that the 'tower needs to be rebuilt' and obedience to Miyao. Yet, at the end of Phase 1, Chloe also has a monologue that she doesn't know what is right or wrong anymore. A traitor would not have those lines.

I view them as a red herring. And although it doesn't really apply fully, I attribute Knox 1 that a personality has to be shown to be accepted as a culprit. It would be incredibly boring and dumb to go 'ah ha, it was I, Rethabile alternate personality, I was the spy'. The main personalities must be the traitor or else there's no point to it. The only exception to this is Meow because we see the deliberate split personality.

Anyway, I'll keep rereading and seeing if there's any worth to it all. I still can't find anything on Noor though and I don't like it.
