Yukari has Ran and Chen and she rules the whole Gensokyo as a sage, and Yuyuko rules the netherworld while being mother figure to Youmu.

Well I agree. I guess I'm speaking more about the dynamic that exist once they are grouped together. That's why I'm talking about BBA (The Old Maid Alliance) specifically.
There are a lot of hags in Gensokyo for sure, but the BBAs are the ones that is fun to imagine interacting and act as group and representation/embodiment of all hags, while the other hags are better as standalone.
It'd feel off if Urumi and Eirin stand next to each other, for example.
