It should be Lord Hinanawi and not Lord Nai/Nawi. Lord Nai would be a divine spirit, not a celestial. So the Hinanawis were subservient to the Nawis and both were priest families. The translation is a bit confusing, but maybe the original text was that way too.

Also, it seems like Tenshi is a former miko. There needs to be more fanart of that.
