When she did, it was under an innocuous pretence in order to grab Eirin's attention (which it did - refer to the prologue). There were no orders issued for hostilities. When the heroines arrived in the Frozen Capital, Sagume was not above requesting their help. She's the only one who breaks off the fighting prematurely, because she was only testing the heroines' mettle. Reisen AKA "traitor to the Moon" favours Sagume with utmost respect, even in the light of her history with the Lunarians.

Unseen, unheard, silent and vigilant, Sagume has protected her people without them ever realising anything was wrong in the first place.

ZUN states in the LoLK interview that Lunarians have the means to purify all of Earth (let alone Gensokyo) swiftly and cleanly enough that nobody would realise what was happening before it was too late.

If you're going to like a Mooncunt, Sagumin's the best (and perhaps only) choice.
