If you want to do frame-accurate editing without sticking to keyframes, you'll need to re-encode the video. This will cause some loss in quality, but you won't get the visual glitches. You'll need to select the Video Output drop-down menu and choose your desired encoder. This is probably going to either be x264 or x265.

Once you've done that, you'll probably want to press the Configure button directly below the drop-down menu and use the Rate Control settings to adjust the video quality. For HD video, I'd usually choose…

That won't work. You're using the option -c copy, which is a stream copy. That won't re-encode the video, which is necessary to prevent video artifacts. (In fact, I think ffmpeg will counteract this by jumping to nearby keyframes, but the OP wants to do frame-perfect editing, so far as I can tell.)
