Europeans are not the only nor the fairest skinned peoples of the world, you know? eastern-northern asians have it as well and Japan has a millenary bihaku culture aside from late western influence.

As for the chin: for all I've seen, small/receding chins are more common in Japan whereas huge chins happen more in Korea; I'm not implying anything, but that's how it is. About taking stuff, testosterone could give them a square and stronger jaw by developing cheek muscles but not a larger chin; about growth hormone at her age, I really don't know and don't see the point as the purpose should be to keep them look young. Most probably, some of them just get their chins fixed around 18yo to balance their entire face, either by surgery (insertion of permanent implant; takes 1-2 weeks to recover) or by radiesse injections (last for about a year). .
