Yukari's not the strongest character in fiction, but her Ex-form might be. The appeal of Yukari is her brilliant design. ZUN managed to do the impossible when he created her; he created a unique power in the sea of powers. Even though I've read every comic book worth mentioning and I've watched every shonen (fight) series, I would have never been able to create a character like Yukari.

Suika was only described to be the strongest from Aya's point of view in StB. As for the most powerful youkai, it has been mentioned several times that Yukari is the most powerful youkai and Ran is the strongest beast youkai. Note, however, that PMiSS has a sub-category for 'youkai' named youkai. So Yukari is not the strongest of youkai, she's just the strongest of the youkai group that Yuuka and others are in.

Oni youkai have been described as being the most (physically) strongest, Tengu youkai have been described as being the overall well rounded youkai with speed only matched by the vampires, and last but not least, the Death God youkai (Shiki) are implied to be the strongest since they're the only manifestation of youkai that made Yukari feel uneasy. The Onis are also implied to be strong because Suika is able to spar with Yukari. If you need citation for any of this just quote me.

On average, youkai are physically stronger and smarter than humans but with the correct amount of training a human can exorcise a youkai. In such battles it would not come down to their powers but their brains. If a human catches a youkai in a trap or finds out a way to negate the youkai's existence by exorcising the youkai's origin, the human will be the victor. On the other hand, if a human attempts to fight a youkai without a plan, said human wont stand a chance in direct (hand-to-hand) combat.

If we use logical induction we can come to the following conclusion.

1. If you're stronger than the Enma there will be no law in your world.
2. There is no law in the world Yukari is in.

Therefore Yukari (or someone else inside of that realm) must be stronger than the enma. How else do you explain the fact that there's no law?

Yuka has an undefined magic hax. But she's still not on Yukari's level. Also, just because Yukari can beat someone does not mean she can beat them with ease. She picks her battles wisely.

Technically the Goddesses like Suwako and Kanako are the strongest (despite the fact that Eastern Gods aren't as powerful as our Western God). The only reason why Reimu can fight (and win) against powerful Touhous like Yukari, Yuka, and Eirin is because she has the ability to summon the power of the Gods. The only reason why Yukari is in the upper bracket of powerlevels is because ZUN specifically states that "her power of manipulation is on par with the Gods."

It is said that Yukari enjoys holding back her power during fights in order to toy with them; Reimu probably used that as an advantage. Even immortal characters like Mokou and Kaguya were defeated by Reimus' (canon) God hax.

Yorihime has the same powers as Reimu except more, making her one of the strongest characters in the Touhouverse. Even the strongest of Lunarians relies on the power of the Gods. The only advantage that Reimu would have in a fight against her is that Gensokyo's Gods are stronger.

You can technically use Shoot the Bullet to measure their powerlevels. In StB, ZUN organized the characters in order of weakest to strongest with characters like Wriggle, Rumia, and Cirno appearing in the earlier stages and characters like Remilia, Yuyuko, and Kaguya appearing in the later stages. And for the EX stages he had Suika and Yukari. Suika is said to be the strongest of her kind.

Sikieiki is technically the final boss of StB, but as you know extra stage bosses are usually stronger than the final bosses.

After a freak accident, Reimu suddenly finds herself flung several years in the future only to find where Gensokyo once was a wondrous paradise... it is now a wasteland... though still filled with wonder. Be it the fall of the boundary, a nuclear war fueled by Utsuho, or what have you, all that matters is that life is harsh in this new age. She quickly learns that an all out war is about to occur between the few remaining humans led by Marisa and the insect youkai who could survive the apocalypse led by an older, wiser Wriggle Nightbug. The survivors at the Scarlet Devil Mansion are lead by Sakuya, awaiting their mistress's return, but their food supplies are quickly dwindling.

Reimu quickly finds Sanae, who has been taking care of Mystia, Cirno, and Rumia in this time, informing her that the gods have abandoned Gensokyo, but the group of them join up to try to bring peace to Gensokyo. Can Reimu command the respect she once did and stop the eventual war? Though Gensokyo may be shattered, its spirit remains strong; what new wonders await Reimu in this changed land?
