You're misconstruing what KC meant. Monsters certainly take initiative and force sex, its just not meant to be seen as something traumatic, scary, etc. but rather as sexy and exhilarating.

Its a idea noted at the end of the kakuen profile (and applies to before the current Mamono Lord, assuming kakuens existed back then), but there may be other references too, for instance how we have zero evidence asexual people exist in KC's setting.
