There's no hierarchy in either the human side or the youkai side inside Gensokyo that would limit any kind of action regarding relationships, after all, there's nobody who we've seen yet that would act like an actual feudal-era Japan member, or at least follow its traditional ways.

It's more of a free will, for example, normally youkai would be shun by humans and be feared of at all times, yet you see Reimu making parties at her shrine with every single Touhou she's beaten assisting, most of which are youkai.

You shouldn't relate such an absurd world such as Gensokyo with actual history in terms of behavioral possibilities.
