Tenshi was just playing around and didn't care if she lost at that point in the game. When she wanted everyone to come to her party, she forced them to by beating them up.

Either she is letting Suika stay up there because she is too lazy to force her out or because she is fun, I am thinking the later considering all her conversations in the game.

And Patchy did beat up Suika in her route pretty badly.
