I feel like once you add titties, no matter how small, it gives some measure of sexiness to the appearance. Since boobs are such a core symbol of feminine sex appeal, even a hint of bulging can cause a small spark. So if you really want to eliminate sex appeal and go for a pure cute look, then a flat chest is the way to go.
