I know it's their reasoning but it's still pants-on-head retarded. A year from now Japan could have not only the athletes but also the full crowds. As it stands it's only gonna be the athletes + coaches unless by 2 months from now all the travel bans will be lifted and everything will be open for business as usual and all sorts of semi-vaccinated or non-vaccinated tourists unmasked are gonna be free to put their fingers on everything and cough everywhere.
