Where is this stated? I have never seen this. KC says Hellhound is very strong, but I have never seen them described as rare. By the way, we have no indication they are any stronger than Minotaurs and Lizardmen, in fact they are likely weaker than Lizards, given KC confirmed they dont tend to practice martial arts and are just strong because of her high stats:
