Why exactly do people think that getting rid of Jurina/Sayanee now would help their groups? They are the most popular members by a substantial amount. Plus both of them have been dialing down their presence in their groups over the last two years and management has been pushing other members more. I think having them stay as a stabilizing presence on the side during this transition period is vital. Jurina will probably stay for another 3-4 years at least whilst Sayanee sounds ready to graduate before 2020.

I mean if both Jurina/Sayanee were suddenly transferred today to AKB full-time then SKE/NMB will probably collapse on the spot

Nogizaka seems to still be on a steady warpath and nothing short of sudden graduations from several popular 1st gen members will slow them down.

Kanji seems to be a bit rocky recently with Techi's poor health but it remains to be seen if Hiragana will pick up the slack or remain glorified undergirls.
