Featherine is not Ryukishi's self insert. She represents mystery writers and their grander than life persona. I even suspect that she's Agatha Christie due to the way she send some mystery stories for competition under a pseudo name, telling people to read all of them and find which one is hers.
Although one could argue that because Ryukishi is a mystery writer, in a sense, Featherine is somewhat a part of him. But I see Ange as being a closer representation of Ryukishi as a writer.
