As long as they're free from the consequences, they couldn't give a shit about average joe, unless he is of benefit to them, Yukari actually gives a shit about Gensokyo and everyone/thing within it, if she didn't, then she wouldn't have gone through the trouble of saving/protecting any Youkai or humans except for herself and maybe her closest confidants. The problem is not that someone going out and raping a kid is unacceptable, but that people who have that attraction live in a society where they are viewed as subhumans or evil for being born with something that they were just born with or that they developed for whatever reason, a natural part of themselves. Just because they feel the attraction doesn't mean they have to act on it, but society thinks it does, and for the pedophiles who aren't predatory psychos, society assumes that they are, and just like closeted gays or gender dysphoriacs, it's very detrimental to their mental health and self-esteem.
