Not really that much of a question of how big they would have to be (wingspan roughly around 5-10m), but more of a how fucking strong she would have to be and how absurdly efficient lungs she would have to have to flap her wings fast enough to produce enough lift, and have sufficient oxygen intake to maintain flight longer than a chicken. If Okuu were to fly the way physics would allow her, her biology would put her on the high end of Touhou girls in terms of physical fitness and pictures of her would probably be on topic content for muscle girl threads over at /d/.
