There can never be some full consistency between artists doing a same series, it's unavoidable.
I jokingly said "horny", anyway. The WTC mangakas where the characters have the most noticeable boobs are women (Natsumi Kei, Karin Suzuragi), by the way, I looked it up and most are women, actually.

My point being, take Hanyu. She got a bonus omake in the manga where she flexes her big boobs at Rika. Ryukishi seemingly saw and aproved that, if not wrote it.
