Okonogi shows up in RGD under a completely different name too. Suspicious. He seems to be a perfectly normal military dude with his own history, just like the other Okonogis had their own lives, but he's still a potential "entry point" for the Ciconia Okonogi. Maybe they needed to create this bizarre, westernized version of Japan in an alternate universe to obtain some information about enemy countries that couldn't be obtained in the regular timelines.
