The sole exception is Tenshi, of course, who just wanted to get beaten in the first place.

I listed out the people who no longer want to concern themselves with changes in Gensokyo after their incidents, which by nature makes them unlikely to attempt anything of note anymore.
If you disagree with me listing those who deal with the status quo and changes to it on a daily basis above those who don't in level of importance, that's fine. No need to get into defensive fanboy mode. For the record, I love Meiling and have a soft spot for Flandre too.
