No, but both things can toxic to the mind and body depending on specifics. "Substance addiction" also isn't the same as substance abuse.
For example: My body is chemically dependent on certain medications due to chronic issues. Tons of people are addicted to caffeine. It's all a matter of context and relativity. Same with love. The original question is too vague and general without any context. So the best answer to it is that both can be fine and both can fuck you over.
I could also overthink it even more by going over literal differences. Both things cause chemical changes within the body as well as changes psychologically. So in that respect both can be seen as equal to one another.
