It's possible to level non-CVs in 5-2 too, it costs a few buckets and a little bit of fuel/ammo but it's close to nothing.
I've been leveling my wife Akashi there recently with her as flag with AACI + 4 Ise rocket carriers on CVLs/AVs to use the ring formation.
The rocket carriers take no damage because I have a 100% proc rate on all of them, a single run costs 9~ fuel and 6~ ammo.
Over the 2000~ runs I've done so far Akashi has taken damage 3.9% of the time, however taking damage does not necessarily mean taiha and I can keep going as long as she isn't taihad.
