The only program you actually need from the tools is ns2dec.exe
Set up a folder that looks like this and create a .bat file (I called mine unpack_files) with the following line: "ns2dec 03.ns2, 02.ns2, 01.ns2, 00.ns2" without the quotes.
Run the bat you made and the files will start being dumped.
