If you want to talk about power levels, now, let me say that Alice still has her grimoire. However, Alice in Windows always uses her abilities through dolls, which has been mentioned to be a weaker effect. We haven't even seen Alice cast magic without proxy. Even her laser attacks originate from a doll held in her hand.
There is also her personality to back this up, she refrains from fighting at full force, so she can excuse her losses with "Controlling dolls is hard" or "I wasn't at my full strength anyway". She even attempts to avoid the big players in Gensokyo for this reason.

DiPP character might've lost her mind as she became youkai upon entering Gensokyo. I think an event where your humanity is abandoned can't be nice for the mental health.

Even Gensokyo's cruel habitats are nice to think about.

There's no glory for me if I cannot brave the Forest of Magic, the youkai forest and mountain. At least magic has been likened to science and seems plausible to learn.

The underground seems way more dangerous, so I kind of pity all of the Chireiden fans.
