Have you even played HSiFS? It's revealed in Aya's extra that Okina could have instantly beaten the protagonist at any point if she so desired. The extra stage wasn't a fight, it was Okina playing around with the protag, or as Aya puts it, having the protag "dance in the plam of her hand". Same thing happened with Hecatia in LoLK, no one "beat" her because there was no fight. She was playing around.

Also danmaku is not a measure of strength. The spell card rules was a system created so that anyone can beat anyone, so that there could be an level playing field. It's a game or, more accurately, a sport. Tewi can beat Eiki and Yuyuko can be a stage 1 boss.
