Ever notice that some shipgirls are cursed to be unpopular because of their rarity? If Graf was a final map reward, she'd be as popular as Sara because her design is stunning. But plebs couldn't get her, or other rare girls like Katsuragi, Amagi, Unryuu, etc.

Instead popular girls just get more popular, like Shimakaze and Kongou and Iowa with newfags. Then the artists flesh out popular girls' character in fan art and doujins, making memes, which in turn makes them even more popular.
