Yuuka in my estimation acts very resourcefully, taking what she has and getting what she wants without asking other people for anything. Of course, if they get in her way then there really isn't much they can do but surrender and hope she isn't in a bad mood, but that's rare since everyone knows not to do something silly to her stuff.

A sidenote is that Yuuka created her own house in her own little dimension, something that by all rights should be nigh impossible for someone without cheat powers like Yukari, who we *know* was instrumental in creating Gensokyo and I think still has to go and maintain the barrier every so often. However, Yuuka has no special power beyond what might be practically unlimited energy/power/whatever, possibly due to her innate connection with the natural world. I wouldn't say she's a flower youkai, more like a generic youkai who just happens to have a connection to flowers, but that aside her gardening probably gives her spiritual power as well as looking nice. That's the kind of thing Eiki would go and tell someone to do in order to be virtuitous, and she's terraformed a massive field for herself, so you just know that she's got something weird and spiritual going on that we aren't shown.

For this reason, I wholly believe that Yuuka "Flower master of the four seasons, Sleeping Terror, Beauty of the twilight" Kazami is probably the 4th sage, and just doesn't like being seen to have helped anyone.
Think about it; She clearly isn't short on power, she is known to have her own dream world where she put her house Since PC98 canon isn't explicity reconned in this instance, she's old enough to piss off the Yama by virtue of her continued existance and she spends her time gardening and quietly enjoying life for the most part. She's EXACTLY the type to just go ahead and do it without taking any real credit publicly since she wants to be left alone to her business, and has been shown to be capable of doing so on a smaller scale.
