For as long as I can remember, that rule of "depiction of children" has always been on twitter. People are just bringing light to this now because of the current events of various websites banning lolicon material. Adding insult to injury, it will just fuel anyone's ammo to report content if they even notice the current outcry thanks to UN's bullshittery. It ain't that damn hard to filter out what you don't like on that website, but people are too dense to listen.

JP artist already have a few places where they can freely post their content if they ever get banned, either way. I have an account on PIXIV and possibly will make one on Pwoo to continue my support.
