Yukari says in her Bohemian Archive in Japanese Red interview: "By following my will, shikigami can achieve power equal to my level. Therefore, if she properly follows my orders, it would be impossible for her to lose. If she takes selfish actions, her power will be weakened to something that can't even be compared to mine. Fighting in that state is nothing other than foolish. "

Yukari was sleeping when you meet Ran in PCB. So even without Yukari's will/power, Ran is an EX-level boss.

Some have brought up the point that Yukari could still transfer power even while asleep, but it doesn't make much sense considering that Yukari wouldn't have chosen Ran in the first place if she weren't strong already.

So is PCB's Phantasm an anomaly, or have there been multiple stages beyond "Extra" in other Touhou games?

Yukari is referring to Ran fighting against the humans in PCB. So in essence, Ran in PCB's Extra Stage was not drawing her power from Yukari and that means she is a natural EX-level boss on her own.

However, just because Ran was not drawing power from Yukari does not mean that was her limit. Bear in mind that on top of the regular maintenance requirement she also had to put more power into Chen's recovery during her entire fight with you.

So I'd say that Ran is probably anywhere from 60-80% of Yukari's power without Chen or any shikigami status based on Danmaku density during the fight.
