I do think the bit about magnitude gaps in power categories is a good way of thinking about it, and as >>45485892 mentioned you can apply limits to power levels depending on your outlook. Like, with Seija I imagine the problem is perceptual, so she can technically invert anything or properties thereof, but only if she can perceive it, which explains why she's nowhere near Yukari level.
