She's farmable at least. It'll take you from 2 to 3 months to get her if you buy the pieces from memory battlefield whenever they're up and less if you buy the pieces from the Witch's shop too.
The most important part to get is most likely her weapon because it adds a ton of damage and won't get a rateup again for a while.
