People on 4chan hate popular things. On /jp/ especially, people hate when their secret club is exposed to normals, like when a relatively unknown game in the west is translated/turned into an anime. As an example, people simply refrain from discussing translated eroge or even worse eroge which got turned into an anime, even though back when they were still untranslated they were very much liked and discussed, regardless of how old they were. Once something gets translated it is almost automatically labeled "entry-level", and as such bad. The only exception is if the anime/translation bombs hard or remains obscure, like with OreTsuba.
Fubuki is a symbol of the Kancolle anime, and as such she is hated. The fact that she has a potato face in the game art also helps, but it's obviously not the only reason. Hell even the anime itself is overly hated for this very reason.
I refrained to watch the anime until a few months ago because I thought it was some kind of Bukki romance abomination, not realizing this. After watching it, I ended up liking Bukki (and a couple of other ships I didn't care about) a bit more. Still can't use her due to how ugly she looks in-game.
