Because they're niche, and it's difficult to get the paws right.
Often they're just gloves (TamBerzerker, Moonlight Flower, Yuel) instead of real paws.
When they are paws, they tend to be mid-transformation and from artists who also do furry to boot. Both apply to the image you posted.
