Does ZUN just suck at art, or are his official drawings a conscious decision toward a unique (if unpopular) aesthetic?

I'm beginning to assume the latter. Clownpiece's sprite animations really are fluid and memorable. They took talent to create, more than what's apparent from his Deviantart-tier character portraits. What says /jp/ on the matter?
