Guys, we have a serious issue to talk about.

Is Siro.....mentally challenged? She's so absentminded it's worrying when you look past it's cuteness, It's like she has problems concentrating on any given task and her thoughts really wander in a random way, she doesn't even seem to be conscious of it.

I think she has autism or some other mental disability, and then there's her psychopathic tendencies to worry about. The worst thing of all is that deep down she's a pure and innocent cheery girl, which makes her violent, sadistic side even more horrifying, she'll kill and torture in cold blood with a genuine smile on her face while she rambles on about whatever random stuff is in her mind.

I can see it now: Siro's the cheerful, slightly quirky girl in public, endearing to everyone with her characteristic laugh and smile. But in private, every once in a while, she'll brutally torture and murder random people to satisfy her violent urges unconsciously, and in her eyes, she sees it as just another way of having fun.
It may not even be a case of repressed personality or due to stress, she simply lacks empathy and cannot understand that what she's doing is morally wrong. Lack of empathy is also linked to both autism and psychopathy and it really explains her behaviour, and her innocent, childlike delight in violence.

tl;dr: Haruna/Siro may have mental problems.
